The Labor Minister said that since these Bills were referred to the Standing Committee on Labor and the Committee submitted a report with 233 recommendations on it. Of these, 174 recommendations have been accepted. After this, a new bill is being introduced.

Earlier, RSP KN NK Premachandran opposed the withdrawal of Occupational Safety, Health and Working Code 2019, Industrial Relations Code 2019 and Social Security Code 2019, saying that they are opposing it on technical grounds. Since these Bills were referred to the Standing Committee on Labor and the Committee submitted the report, the committee should be communicated before withdrawing these Bills.
He said that he wanted to know if the committee's recommendations were accepted. On the other hand, Manish Tiwari of Congress and Shashi Tharoor and AM Arif of CPI-M opposed the introduction of the new bill. Manish Tiwari said that before bringing the new bill, it should have been discussed again with trade unions and concerned parties. If this process is not adopted, the ministry should complete the process again.
He said that new bills should be made public so that people can give suggestions on this. The definition of Pravasi laborers is not clear in this. Tiwari said that many laws related to labor are still outside its purview, this should also be taken care of.

He said that his demand is that the Bill be withdrawn and after removing the objections, they should be brought. Shashi Tharoor of Congress said that there is no clarity about inter-state migrant labor. These legislators should have been given to the members two days before they were introduced under the rules. He said that it has been said to severely prohibit the workers from going on strike. There is not enough provision for laborers in the unorganized sector.
While presenting the bills, Labor Minister Santosh Gangwar said that the process of framing four labor codes in respect of 44 laws was done on a very wide scale. He said that the idea on this subject first came up in 2004 and after that nothing happened for 10 years. Work on this started after the Modi government came. Under this, nine trilateral talks were held, 10 times regional discussions were held, 10 times inter-ministerial consultations were held, four sub-committee level discussions were held.
