On the morning of 24 August, in Panipat, about 100 km from Uttar Pradesh's Nanauta, Ikhlaq was found in an unhappy condition near a railway track.

  • There is a discussion in Panipat that Ikhlaq and a girl were seen by family members in the park, after which she was beaten.
  • The boy whose hand is amputated is hospitalized, the police is waiting for his recovery so that the investigation can proceed

Saharanpur district of Uttar Pradesh has a Muslim majority Mohalla – Nanouta. The family of Ikhlak Salmani, 28, lives in this locality. The same, Ikhlaq, who was found in an unconscious condition near a railway track in Panipat, about 100 km from Nanouta on the morning of 24 August, was bleeding from the head and had a right hand amputated.

Ikhlakh's elder brother Itram Salmani told that in August he went to Panipat in search of work. On the night of 23 August, while he was sitting in a park, some people beat him up. When he felt thirsty in the middle of the night, the house he knocked on belonged to the same people who had beaten him a few hours earlier. They dragged him inside the house, asked for his identity and beat him up again. After this, his right hand was cut with a saw machine on which a tattoo of '786' was made.

Ikhlaq's family lives in this locality. Panipat is about 100 km from here, where it was found in an unhappy state.

However, Ikhlaq's statement in the FIR on September 10, there is no question of asking religion or beating 786 and cutting hands. When we asked Salman about this, he questioned the police. He said that my brother was assaulted by identification, his right hand was cut with saws. But the police recorded a half-hearted statement. We didn't even read it. Forcibly signed the statement and took Tahrir on the same basis.

In this case, zero FIR has been registered by Panipat Railway Police. When we spoke to the incharge Rajkumar of the Railway Police Station, Panipat about serious allegations like forcibly signing the statement, not reading the statement and writing half-baked statements, he said, 'Look. The police can be accused anytime, but our SI wrote what they said. He did not mention the park thing then. He was not beaten up when asked about religion or was beaten by seeing '786'. Now they are saying all this. If he had said then, like all other things, all this would have been recorded in the statement. Why should we change his statement? "

Not only this, in that case the family has also registered a case against Ikhlaq Salmani, who is accused of cutting hands and assaulting him. According to the FIR lodged by the family, Ikhlaq sexually assaulted a minor boy of the family on the intervening night of 23 and 24 August. The family rescued the boy, but Ikhlaq managed to escape towards the railway track. Police have registered a case against Ikhlaq under the relevant sections of the Poxo Act based on this statement.

Both the cases are registered in Chandnibagh police station of Panipat and the special investigation team is investigating it. The head of this SIT is DSP Panipat (Headquarters) Satish Vats. When we asked him about the investigation being done in both the cases, he said, “Cases are registered on both sides. We are waiting for Ikhlaq to recover. His statement will be taken. Only then will the investigation be able to move in the right direction.

On September 13, we conducted a intensive investigation near the railway track. We've got a chopped hand. We doubt that this is Ikhlaq's hand, but certainly something can be said only after DNA test. Satish Vats refuses to say anything further. According to him, it is not appropriate to answer any question in the middle of the investigation.

On September 10, Ikhlaq's family filed a case with the Panipat Railway Police.

But, if you look at this whole matter carefully, the police, Ikhlaq's family and those who have accused him of sexual exploitation of a minor child are being questioned. On the morning of 24 August, when Ikhlaq was found in an injured condition near the railway track, why did the police not immediately investigate the area? And why was the severed hand not recovered? Why the house where Ikhlaq asked to cut his hand with saws was not investigated? Why was it not sealed?

Why is there a difference between the statement of Ichalak's elder brother Itram Salmani and the statement recorded by the police? If the police recorded half-hearted statement or got the statement signed without reading it, then why did they not say anything about it earlier? Why did the family who accused Ikhlaq of molesting his minor child wait till 10 September to register a case regarding the incident on the night of 23 August?

Surely nothing can be said, but a third theory is also circulating in Panipat about this incident. According to this theory, the matter is of love affair. A local journalist, on the condition of anonymity, says, "Yes, this is not the case as both sides are saying." There is neither a boy nor religious angle in it. There is a discussion all over Panipat that Ikhlaq and a girl were seen by family members in the park. He was beaten after this. May have chopped off my hands too. "
