The Himachal government on Friday approved the Golden Jubilee Energy Policy-2021 and the Golden Jubilee Sports Policy-2021. Also, in view of the Corona epidemic, transporters, including buses, taxis and autos, have been given relief in road tax. The government has also taken a decision to compensate the damage caused to crops due to heavy rains in Lahaul-Spiti during July last year.

Swarna Jayanti Energy Policy-2021 was approved in the Himachal Cabinet meeting held on Friday under the chairmanship of Chief Minister Jai Ram Thakur. Clean and green energy development is envisaged under this policy. In particular, a target has been set to generate 10,000 MW of additional energy by 2030 through rapid exploitation of hydropower, solar energy and other green energy sources.

State, joint, central and private sector participation will be ensured under the four-point plan for rapid development of green energy sources. A Transmission Master Plan will be prepared to establish an adequate and efficient transmission network in the State.

This will facilitate the planning and time bound implementation of hydro and solar power projects. The policy lays special emphasis on harnessing renewable energy sources like solar, wind, biomass and other non-conventional energy sources.

Private participation in sports policy-2021 also

The cabinet also gave its approval to the Himachal Pradesh Golden Jubilee Sports Policy-2021. Under this policy, special emphasis has been laid on development, maintenance and use of high quality sports infrastructure. While promoting public and private partnership, work will be done to promote sports by building sports infrastructure, coordinating with educational institutions.

Also, sportspersons will be trained, encouraged and supported to participate in national and international competitions and excel with high standards. The objective of this policy is to include scientific research in training with a view to the far-reaching development of sports and to recognize and honor sports talents and to reward male and female sportspersons who have excelled in the field of sports.

Evaluation process over in third class recruitment

The cabinet also decided to increase the weightage of marks obtained in written examination from 85 to 100 marks by abolishing the evaluation process of 15 marks in third class direct recruitment so as to bring more transparency in the recruitment process.

road tax relief

The Cabinet has given ex-post facto approval to give or waive 100% exemption in Token Tax, Special Road Tax (SRT) and Passenger Tax for various categories of vehicles, providing relief to the transporters in view of the Corona epidemic. It has been decided in the meeting to waive off the outstanding 50 percent token tax on passenger vehicles, taxis, maxi, autos and contract passenger buses, institutional buses for the period from August 1, 2020 to June 30, 2021.

Along with this, it was decided to waive 100% token tax on contract carriage buses and SRT for passenger vehicles. The Cabinet also decided to waive off 100% token tax on passenger vehicles, contract carriage and institutional buses and SRT of passenger vehicles for the period from July 1, 2021 to November 30, 2021. In the meeting, it was also decided to waive off 100 percent passenger tax for contract carriage and institutional buses for the period from 1st April, 2020 to 30th November, 2021.

The government took the decisions of appointment on these posts

  • The Cabinet also gave its approval for opening a new circle of Public Works Department at Dharampur in Mandi district and for creation and recruitment of necessary posts.
  • The Cabinet gave its approval for opening of new Division of Public Works Department at Shahpur in District Kangra and Sub-Division at Darini and creation and recruitment of necessary posts for smooth functioning of these offices.
  • The Cabinet approved the reorganization of the State Tax and Excise Department. Various posts will be created and filled by the Department in a phased manner in consultation with the Finance Department and in recognition of the restructuring proposal.
  • The cabinet gave its approval for opening of new section under Jal Shakti Department, Derwad of sub-division Tihra in district Mandi and creation and filling of necessary posts.
  • In the meeting, approval was given to open a new section at Kelodhar under Jal Shakti Department, sub-division Kelodhar in district Mandi and to create and fill up necessary posts.
  • The Cabinet gave its approval to fill up 108 posts of different categories in the Revenue Department on contract basis.
  • In the meeting, it was decided to fill up 42 posts of silk inspectors on contract basis in the Industries Department.
  • In the meeting, it was decided to fill up 13 posts of different categories in the Printing and Stationery Department.
  • The Cabinet decided to fill up three posts of Statistical Assistant on contract basis in the Revenue Department.

Compensation on crops damaged by rain

In the meeting, permission was given to provide relief to the farmers affected by the damage caused to agriculture and horticulture due to heavy rains from July 27 to 30 last year in Lahaul-Spiti district. Farmers will be provided Rs 2000 per bigha for 25 to 50 percent loss, Rs 2500 per bigha for 50 to 75 percent loss and Rs 3000 per bigha for agriculture and horticulture crops for more than 75 percent loss.

Farmers will be provided Rs 3000 per bigha for land damage due to landslides/ floods/ avalanches and Rs 1000 per bigha for siltation of agricultural and horticultural land.

This relief regarding Corona

A presentation was made before the cabinet regarding the situation of Kovid-19 in the state and the preparedness to control the Kovid-19 epidemic. The Cabinet gave its approval for the construction of Primary Health Center building between Lions Club and Housing Block 46 in Sector 6 of New Shimla, giving relaxation in the approved criteria for the convenience of the general public.

Approval to change the names of three villages

The cabinet gave its nod to change the name of Chamarla village in district Kullu to Dharbagh and Chamarkad in district Hamirpur as Dhaned-1 and Bandur in district Shimla as Viktadi.
